Bumuo ng isang grupo na may pitong (7) miyembro, at bumuo ng dalawang (2) kumite. Ang Punong Barangay ay tatayo bilang BADAC Chairperson, at magtalaga ang isang (1) Barangay Kagawad bilang Vice-Chairperson.
Committee on Operations - binubuo ng Miyembro ng Sangguniang Barangay o Kagawad (Chair of Peace and Order), Executive Officer o Chief Tanod, at BADAC Auxiliary Team (mainam na may 25 miyembro sa kada 2000 populasyon sa isang barangay);
Committee on Advocacy - binubuo ng Barangay Member o Kagawad (Chair of Women and Family) bilang Chairperson, at SK Chairman, mga Punong-guro o kinatawan ng mga pampublikong paaralan, mga kinatawan ng mga Non-Government Organization o Civic Society, at mga kinatawan ng mga Faith-Based Organization;
Dapat makadalo ang Chairperson ng BADAC, ganoon din ang mga Pinuno ng bawat Kumite, sa mga pagsasanay ng ADAC;
At dapat ding magsagawa ng buwanang pagtitipon o Stakeholders' Assembly ang grpo.
Kapag nakumpleto ito makakkuha ang inyong Barangay ng 10 puntos.
Has two (2) Desk Officers assigned by the Barangay Captain through an Executive Order (one each for females, and males)
Copies of the Executive Orders must be forwarded to DILG, and ADAC
Desk Officers must undergo profiling, psycho-social support, life coaching, and training alike, from ADAC
Barangays must provide physical desks for Rehabilitation Referrals
Barangays must organize house clusters (e.g. Purok, Sitio, Subdivision, etc.) with designated cluster leader
Cluster leaders should undergo training from ADAC as they will be responsible for the follow ups of the drug personalities
House Clusters are preferred to have faith-based members (e.g. pastor, priest, minister, etc.) that may also help with the follow ups of drug personalities together with the Committee on Advocacy.
Must be composing of 25 members per population of 2000
1 BAT member must cater 80 residents for population of not more than 2000
BAT members must also undergo training under ADAC
Has approved Plan of Action reflected in the Barangay Peace and Order and Public Safety (BPOPS) Plan
Plan must include budgetary and other documentation
Has approved Barangay annual budget with corresponding budget for BADAC
Barangays must be able to provide substantial portion of budget depending on the needs of each drug personalities (education assistance, livelihood, etc.) to ensure their total reformation.
Has organized school-based awareness campaign activity, community-based awareness campaign activities, and/or any activity related to drug use prevention
Activities must include different programs that focus on spiritual, physical, emotional, and social interventions
Documentation must also be provided
The Barangay must submit quarterly and year-end report (annual barangay drug clearning report) to CADAC/MADAC and other proper authorities
Submission of PWUDs' information or residents who surrendered, are undergoing recovery interventions, etc.
Execution of Community Support, Aftercare and Reintegration Program (CSAR) Plan, and other programs that include active community engagement and participation
Barangays must monthly submit BADAC minutes of meeting to ADAC and DILG
